Community Development Block Grant Program for Indian Tribes and Alaska Native Villages (ICDBG)
Created for the purpose of providing Indian and Alaska Native communities with development opportunities, this program offers funding for the creation of low- and moderate-income housing and the improvement of existing housing as well as community facilities and infrastructure. In addition, the programs funds are used in a way that provides not only housing but also increases economic opportunities for individuals in these communities. Funds are given primarily to non-profit tribal groups and local development companies and are primarily composed of single purpose competitive grants that are awarded annually. Eligible activities include land purchase, educational facilities development, planning, code enforcement, energy efficiency improvement, and lead removal.
HOPE VI Revitalization Grants
As part of the HOPE VI program for the improvement of public housing, HOPE VI Revitalization grants provide assistance with the cost of extensive rehabilitation, new construction, and structural improvements. In addition, funding can be used for the demolition of debilitated public housing and for the purchase of land for new construction and development of programs for residents who are affected by revitalization. Though not available to individual home owners, HOPE VI Revitalization grants are available to any public housing authority with "distressed public housing units in its inventory." However, the program is not available to Indian housing authorities or housing authorities that only administer Section 8 program housing.
HOPE VI Main Street Grants
The HOPE VI Main Street grant is designed to provide financial assistance to smaller communities for the development of "affordable housing" in connection with other Main Street revitalization efforts. Connected to the larger Main Street program, also available through HUD, these grants can be used in the remodeling of formerly commercial building into "rent producing affordable housing." The American Dream Downpayment Plan of 2003 limits eligible communities to populations of 50,000 or fewer than 100 public housing units. The total public housing units does not include Section 8 properties.
