Housing grants are one way Detroit is improving its neighborhoods.
The city of Detroit receives funding to improve housing for residents from various sources. Programs aimed at improving living conditions in neighborhoods throughout the city are funded with grant money from the city, state and county levels of government.
Detroit Community Development Block Grant Program
Detroit Community Development Block Grant funds are awarded to projects aimed at helping low-and moderate-income families in the city improve their living conditions. Eligible projects include renovating existing homes, acquiring and preparing land for new home development, and demolition of unoccupied dwellings. Grant money may also be used for the planning and administration of programs that will benefit housing in the community. Grants are awarded from applications submitted. The mayor and city council make the final decision on which projects are awarded funding. Grant amounts are announced annually through the city planning commission as money becomes available from the federal government.

Neighborhood Stabilization Program 2
The Michigan State Housing Development Authority (MSHDA) provides funding to Detroit for the Neighborhood Stabilization Program 2 (NSP2) through the Michigan Land Bank Fast Track Authority (MLBFTA). The Detroit MLBFTA has been awarded more than $40 million in the initial phase of this three-year program. Once money is received, the Detroit MLBFTA is responsible to administer the funding to prepare abandoned and foreclosed housing for resale or rental. NSP2 grant monies are also used to demolish property that cannot be repaired, and for rehabilitating vacant lots, which are offered to developers for rebuilding of homes. Detroit has designated areas that will benefit from the ongoing NSP2 program and announcements concerning procedures for allocating dollars to complete housing projects will be made through the MLBFTA.

HOME Program - Rental Housing Development
Wayne County provides grant funding through the HOME Program to developers for construction and rehabilitation of rental units for very-low income families. Through the Rental Housing Development section of the program the county also funds for development of rental property used to serve the homeless, seniors and disabled residents. Funding is designed to be used as a supplement to other forms of assistance and can be as high as $500,000. Each project must participate in the federal government's Energy Star program, and applicants are required to prove they have site control before being considered for funding. Money for the HOME Program is made available on an annual basis with application details provided by the Wayne County Department of Economic Development.
