Florida offers a variety of energy assistance programs that include financial assistance toward bills in arrears, rebates for energy-efficient upgrades and free energy-savings kits. The qualifying criteria vary by program but generally include low-income requirements for financial assistance programs and a minimum increase in energy efficiency for rebate programs.
State Energy Program
The Florida Energy Star Residential HVAC Rebate program provides rebates for homeowners that replace an existing central-air-conditioning unit with a system that reduced energy consumption. Applicants must replace the unit and undergo an air-conditioning duct-system audit to ensure that no more than 15 percent of the air is released to the outside. The program provides a rebate of up to $1,500.

Weatherization Assistance Program
The Weatherization Assistance Program provides financial assistance toward energy-efficient home repairs and upgrades. Renovations that are eligible for assistance include weather stripping; window and door replacement; wall, floor and attic insulation; attic ventilation; solar screens; and the repair or replacement of water heaters and heating and cooling systems. To be eligible for assistance, applicants must have a household that is less than 100 percent more than the national poverty level, which is equivalent to $21,660 for a single-person household and $44,100 for a four-person household. Particular individuals and families receive priority status throughout the application process, including families with young children, the elderly and disabled homeowners.

Low-Income Home Energy Assistance Program
The Low-Income Home Energy Assistance Program is available to Florida residents that have energy bills in arrears. The program provides one-time financial assistance to help households avoid having their energy service turned off. Eligible applicants must meet low-income qualifying criteria, which is equivalent to an annual income of no more than $16,245 for a one-person household and $33,075 for a family of four.

Emergency Home Energy Assistance for the Elderly Program
The Emergency Home Energy Assistance for the Elderly Program (EHEAP) provides elderly homeowners with financial assistance toward heating and utility bills in arrears. The program also funds the purchase of portable heaters and fans and repairs to heating and air-conditioning units. Eligible applicants must be at least 60 years of age and have an annual income that doesn't exceed 150 percent of the national poverty level, which is equivalent to $21,855 for a two-person household.

Get Energy Smart Retrofit Loan Program
The Get Energy Smart Retrofit Loan Program provides residents of Sarasota County with a 0-percent-interest loan of up to $5,000 for the purchase of energy-efficient appliances and home-energy upgrades. Qualifying items include air conditioners, washing machines, refrigerators, water heaters, furnaces, windows and doors. A home-energy audit must be completed prior to purchasing items, and the county provides a rebate of $500 toward the cost of the rebate. Loan repayment may be deferred for up to 30 years unless the homeowner sells the home prior to that time. The program also provides homeowners with a free Do-It-Yourself Energy Savings Kit that comes with compact fluorescent lightbulbs and low-flow faucet aerators.

The Orange County Homeowners Energy Efficiency Program (OCHEEP) provides rebates of up to $1,000 toward the purchase of energy-efficient items such as refrigerators, ceiling fans and LED lamps. Rebates are also available for home-energy upgrades but may not equal more than the $1,000 in total rebates. Eligible upgrades include insulation, attic ventilation, weather stripping and radiant barriers. An energy audit must be performed prior to purchases and repairs by a licensed technician.
