Under the Utah Uniform Building Standards Act, a mobile home falls into the category of "factory built housing." The state defines a mobile home as a "transportable factory-built housing unit" that was built before June 15, 1976, in agreement with a state mobile code that was used before the state adopted the National Manufactured Housing Construction and Safety Standards Act (HUD code).
Installation
If you are looking to set up a mobile home in Utah, the mobile home should have been constructed in accordance with the applicable state construction code at the time the mobile home was made. Installation and setup of the mobile home should follow the state construction code applicable to manufactured housing installations.
Modification
Modification of a mobile home prior to its setup should follow the HUD code. After setup too, if you are looking to make a modification that does not involve the addition of space, or attachment of a structure, to the mobile home, the modification should follow the HUD code. Any addition of space or attachment of a structure to the existing unit after setup should also follow the HUD code. If you want to add any additional structure to the existing unit, you will have to follow the provisions of the Utah Uniform Building Standards.
Regulation
The Utah Division of Occupational and Professional Licensing is the authority responsible for enforcing the HUD code in the state. The division has the authority to inspect mobile-home manufacturers during the process of construction for compliance purposes. The state could impose penalties and sanctions against any manufacturers who do not follow the code. The division maintains information on the HUD code and the state construction code and will make it available to compliance agencies, local regulators, and other state regulators.
